Harley Davidson's manufacturing side of their operations does not have competitive parity. The education levels range from high school degree to bachelor's degree in business or engineering with at least three years' experience for to become a floor supervisor or higher. In February of 2020 Harley Davidson hired, a temporary CEO, Jochen Zeitz as Acting President and CEO for Harley Davidson. Mr. Zeitz has had leadership positions as Keurig, and Puma.

As with most international companies, Harley-Davison's communication system is used for external and internal communications the system is used to interact in collaborative groups to update management of any changes in supply chain issues, breakdowns at a plant, and needed training for job performance and safety issues. In addition, this system is used for external communication to the media, and external stakeholders.

According to an article in the SIT Journal of Management, Harley-Davidson has a poor relationship with management, they spend their finances on assets for management, such as computers and other technology specifically for management. Harley Davidson is not willing to invest their capital to innovate the machines used to build motorcycles, and they do not hire people who have been trained for a line position in their plants. In addition, Harley-Davidson preferres international candidates for certain positions within their plants in the United States.

Harley-Davidson's key capabilities include a long history of building motorcycles for customers who value individuality but desire the exclusivity of the Harley-Davidson family. Harley Davidson provides their customers or family, with branded merchandise, and exclusive rides throughout the world to further unite their customers and show dedication to the brand. Harley-Davidson states on their website that motorcycles can be customized for each rider, and Harley-Davidson's have a distinctive sound so that other motorcycle enthusiasts know that a person is riding a Harley. Harley Davidson is an international company with plant operations in the United States, Brazil, India, Australia and Thailand. Also, Harley-Davidson's dealerships are a place for their customers to buy a new motorcycle, finance their motorcycle, apply for a Harley -Davidson credit card, to repair their current motorcycle, to purchase additional merchandise for their motorcycle, meet with other Harley family members, and to discuss with a dealer who has had a relationship with Harley Davidson for years if not decades.
