Hello again tutor, hope all is well. I need help with this last minute paper that I dont have the time to start myself. I already did the first part ( see essay below) which was to introduce a social welfare policy and explain it. Now my professor is asking us to do the following:

  • Trace the historical development of the social welfare policy you are studying. When was it introduced? When was it passed? When was it implemented?
  • Policies, their goals, and the language used to describe them reflect certain values. Identify and discuss the basic values that are embodied in this policy. These can be NASW social work values or any of the American values discussed in the textbook, Warde (2016).
  • In the process of developing law in the U. S., the result will reflect the values of the different stakeholders. Stakeholders are key persons, groups, and institutions with an interest in a policy issue. Stakeholders can include administrators, consumers, clients, advocacy groups, government officials, service providers (not for profit and for-profit organizations), persons from community-based organizations, and persons from the private sector such as business leaders. Identify and describe the stakeholders for your policy and discuss their values

SECTION 504: The American with Disabilities Act

The Social welfare policy that I chose to analyze is a civil rights law calledThe Americans with Disabilities Act, Section504. This federal statue ensures that a child with a disability has equal access to educational opportunities that is as equivalent as possible to that offered to their nondisabled peers. A child with a disability is one that has a physical or mental impairment that limits key life activities significantly. Some examples are caring for oneself, completing physical tasks, walking, speaking, learning, seeing, hearing, breathing, and working. Modifications and adjustments under Section 504 typically refer to making a building more accessible, providing classroom accommodations, providing the necessary therapy and counseling and modifying the curriculum to the child's educational level. A child can be referred by any adult supervisor in the school and the child will be evaluated to see if he/she really does have a disability. If he is determined to qualify and is categorized as disabled in order to receive 504 accommodations.

I am currently working at a community school in the Bronx called Whitney Young Jr. campus. This school is for children grades 3k- 8th grade. A community school is aimed specifically to tend to the needs of vulnerable children where the majority have IEP, in other words, the school specializes in working with children who have specific needs and come from low income families and aims to assist in giving them the best quality of education possible given their circumstances. This is done by following specific protocols and policies that are in place. One of the policies is The American with Disabilities Act Section 504 which I will be analyzing for my paper. Since I started volunteering at this school I have noticed the countless ways in which children need special assistance and the amounts of efforts the teachers and staff make to satisfy and accommodate those needs by always following policies and regulations. I admire how dedicated they are to tend to the needs of these children, especially because these kids would not be able to receive an education without the help of the staff. There are some kids that require wheelchair assistance and some that only require speech therapy, counseling or something as simple as moving the seat to another side of the room for a student with ADHD.

I chose this policy because of its relevance to my goals and aspirations for my career. I want to specifically work with children with special needs who require special assistance in their daily lives. I want to be the helping hand for them and their family in order to improve important aspect of their lives like their well-being and their education. This law specifically aims to protect and promote the well-being of the children who need that extra bit of attention and assistance during their time in school and to make their education as effective as possible.

Section 504 reads:"No otherwise qualified handicapped individual in the United States shall solely, by reason of his handicap, be excluded from participation in, be denied the benefits of, or be subjected to discrimination under any program or activity receiving Federal financial assistance (this would include public schools).
