Public Funds and their Auditing

They are privatizing the electric supply system in your country. The Prime Minister says to you:

"We can count with significant foreign capital investments in the electric supply system however; I wish to make the necessary steps transparently and accountably, so that the prices of the services would not change. I'm asking you as my adviser to make proposals regarding what prior steps should I make in respect of regularity and audit." What would be your answer?
