Hi, how can i write a memo of law using the IRAC method on this fact pattern:

Mr. Frozen has lived in his New York City studio apartment since January 1992. He has had continual problems with his apartment including leaking pipes, peeling paint and a faulty toilet. Each of these problems were brought to the attention of his landlord and eventually were fixed. Then in mid-January 1995, Mr. Frozen started having electrical and heating problems. Their response was: "Give me a break guy. We'll get to it. Get off my back!"

As the temperatures dropped in late January and early February, Mr. Frozen, with no heat or electricity, was forced to abandon his apartment and moved back in with his parents in New Jersey. Mr. Frozen was very unhappy about this, especially because he had thought he had left New Jersey for good. When Mr. Frozen contacted his landlord again, he was told that the heat would be fixed "soon" and that his February rent check was overdue. Mr. Frozen has not paid his February rent and does not plan to pay his March rent.
