Guidelines: You are an economist working for Immigration, Refugees and Citizenship Canada, and you're tasked to write a 'For Action/Recommendation/For Decision' briefing note.
The Immigration, Refugees and Citizenship Canada minister needs to decide whether Canada should create a new category for "climate change refugees". Yet, based on what was learned concerning inflation and the role of monetary policy in Canada, creating a new refugee category could exacerbate inflation issues, housing problems, and the like. You are to advise the Minister on whether IRCC should or should not move forward with the creation of a new class of environmental refugees.
Your briefing note should present economic arguments based on facts and may require an extension (which may include agreement or disagreement) of the information found in the article. Base your recommendation on fundamental economic theory learned in class throughout the semester. You may also include the socioeconomic consequences of your recommendation. Of importance, your briefing note should clearly state the two options.
