How are women marginalized in sport leadership roles?

What would you suggest to attempt and correct the issue of women being viewed as "not worthy enough" for sport leadership roles? Where do you believe the issue begins to stem from?

Do you feel it is more a top-down approach coming from leadership and disseminating beliefs to those below them, or do you feel this is something that is developed as a child watching sports and is only further amplified in the workforce?
