The article describes how different Business Improvement Associations (BIA's) within the City of Toronto often put on street festivals, marathons, music festivals and many other types of community events within their area. However, the BIA's are facing two challenges: . Firstly, the Toronto Police Service (TPS) is often demanding that certain events need paid duty police officers which can cost several thousands of dollars ( see article for exact rates)i Some BIAs think the process is unfair as TPS may tell some festivals they need a dozen officers while others only have to pay for just two officers. For some BIAS, the financial burden of paying for police officers is becoming too great and risks the termination of future events. TPS does not share with the BIAs how they determine the level of security risk for public events and how they arrive at the number of paid duty officers needed for the various events within the City. . Secondly, the BIAS that actually need and want paid duty officers for their events often don't get the numbers that they requested. With too many competing demands within the growing City of Toronto, TPS often fails to fill a quarter of their paid duty requests. This means that a BIA organizing an event may risk that it will not get the number of police that it requested.
