As we discussed above, these factors impose a form of tax on investment. If there is a substantial risk that someone will steal your assets, or it is necessary to pay bribes, this reduces the expected return on investments. Investment will be lower and the long-run level of the capital stock will be lower. We may think of these factors as raising the required return on investment by adding a margin to the subjective rate of discount. Equally important, crime and corruption will lead to inefficient investment since individuals prefer to save in assets that are easy to hide and pro- tect, even if they are not very productive. Money that is saved may be used to buy gold or put in a foreign bank account
