A needs assessment is a study performed as the basis for developing a policy or program. Performed properly it will be designed to identify the unmet needs in the area we want to address (Jansson, 2020). Gaps are revealed or highlighted between the current state, where we stand now, and the hoped for future state of where we want or need to be. The results of a gap analysis can be used as input for using a formative method of evaluation. Formative evaluation is used as we move toward the end goal of the policy or program being developed. We develop interventions based on closing the gaps. As pointed out by Kealey (2010), formative methods use data collected to identify what needs to change, whereas summative methods are used at the end to determine if the goal was accomplished. A cost-benefit analysis can be used as part of the needs assessment to determine if a planned policy or program ought to be pursued, especially from an economic or efficiency perspective. Many aspects of social work policy or program development are difficult to quantify in financial terms. But, as Jansson (2020) points out we can develop instruments to collect useful data and from there create outcome assessments.
