The case study is a partial analysis of a current business processes, you do not have enough information conduct a complete feasibility study. As part of your assignment you will need to identify what information you have in the case study that you can use and what information you need. Assume the purpose of the project (described in the case study) is to reduce costs without impacting the overall capabilities required by each analyst.

Use the description and example of a Feasibility Study described in your text book (Chapter 2 in the third edition) as a basis for the content and structure of a Feasibility Study

Business Analysis Case: FBI Software Utilization

The FBI has a unit of highly skilled agents, called examiners, focused on analyzing cases using various tools including several software tools that assist in extracting and compiling data, analyzing patterns, and searching databases. These databases could be FBI databases, international databases, local police files and others. The examiners are assigned to field offices all over the world. The examiners are typically technologists.

The unit in charge of procuring and maintaining the software tools for the examiners is the Computer Analysis Response Team (CART). CART handles requests for software, buys licenses, provides updates, and tracks software assigned to the examiners. All examiners receive the full complement of seven software tools, but they rarely use all of them. Each examiner most likely uses three or four software tools out of the set, based on their individual preference.

The current process used to provide software tools to the examiners is shown in Figure 1, which follows. There is an existing database used for the processes shown in the orange boxes. The remaining steps are paper-based processes. These paper-based processes include examiners reporting on software they actually use. Since the process is paper-based, examiners rarely submit reports. Therefore the analysis of software utilization is rarely done, and if done would likely be inaccurate. The CART software budget is a perennial target for reduction but so far the budget has been approved at the current level.

One of the seven software tools each examiner receives is INCASE, which can help compile data during an investigation. There are other software tools the examiners receive that could also be used for compiling data even though each tool is somewhat unique. If we use INCASE as an example of costs and use, the following data points are known or are of interest:

INCASE site license is $4,000 per examiner per year.
