Identify multiple possible ways to reduce errors and improve quality in the health care system, including non-payment of the costs for care related to the occurrence of hospital acquired conditions (also known as "never events"); enterprise liability; the elimination of defensive medicine; adoption of electronic medical records; and government reimbursement linked to quality of care.
