In Texas v$.$ Johnson, the Supreme Court held that the U$.$S$.$ Flag could be burned or cut or mutilated in different ways. However, just twenty years earlier in U$.$S$.$ v$.$ O'Brien, the Supreme Court reasoned that a U$.$S$.$ military draft card could not be burned or destroyed. The difference between the two cases is the rationale that the draft card has one specific meaning $--$ it identifies individuals for service in the U$.$S$.$ military. Destroying it$,$ frustrates this government purpose. Whereas, the flag is a symbol that has multiple meanings for multiple people. Mutilating it$,$ could be a valid form of communication that should not be censored.
