It's your first day on the job. Your boss lets you know that the city recently implemented a new variable permit fee for protests in the city. It is your job to look into it and decide if it violates civil liberty protections or not. After doing some research you discover that the city has been spending a fortune on police protection for all of the protests they have had in town recently. Some of them were not so bad $$ when the Society for the Prevention of Cruelty to Animals marched around downtown they basically had one police officer staffing it and no one bothered them. But when the neo$-$Nazi party rallied last month the city had to pay to have fifteen cops work overtime. It was quickly blowing a hole in the municipal budget. The mayor and the city council passed a law charging a variable permit fee for any marches, rallies or parades based on a non$-$partisan commission's estimate of how much police protection would cost.
