Kangar City Council has planned to upgrade the two-lane state road connecting Arau and Pauh. Due to massive development in the nearby areas, especially Changlun and Kangar, traffic is expected to increase in the short future time. Hence, a four-lane highway has been proposed for construction. Kangar City Council has requested a traffic impact analysis to be done as part of the development review process in order to forecast the traffic impacts created by the proposed construction, and to relate land use decisions with traffic conditions. The following traffic characteristics need to be included as part of the Terms of Reference (TOR) in the proposed traffic impact analysis. ad SO i ii.
