It does not have an emergency room or a pediatric capability. It has 211 beds for patients after their surgery and 56 consulting rooms where doctors meet their patients. The hospital has 516 staff, which involve kitchen porters, nurses, an on-site pharmacy team, and surgeons. Kinoshiwa's already has an operating rooms (OR's) but hospital Committee would like to make sure they could provide high level facilities and expand their range of services. Due to this, the hospital has been raising money for equipment and buildings to become an orthopedic center of excellence, meaning it will become the pioneer hospital in the district for orthopedic surgery such as joint replacement, since they are plan to expand their services to another branch of health specialist. This makes good use of the existing bedrooms, consulting rooms and OR's while allowing the hospital to expand at a manageable pace. The fundraising has finally reached the amount needed and the proposals for the new wing have been agreed by the hospital Committee, and now the project is going ahead. The hospital Committee knows that you have a good project management skills and nominated you to lead the technology installation for all the non-medical equipment in the new wing, since you and your friends have been volunteering at the hospital few years back. The technology installation comprises of a new operating room, ten consulting rooms and a new administration office for the OR manager, Simon Samuel. The physical building is being constructed by an external company with their own project manager, but once they have completed the shell they will hand it over to the hospital teams to equip the building.

The main goals of the Kinoshiwa IT Project are to :

prepare a budget for the project

develop a plan and schedule

install and test the IT equipment including PC's, printers, telephones, fax machine, computer desks and software

train the users in the use of the PCs and the new orthopedic templating software, which is used to help surgeons determine what size prosthesis (new hip, etc.) is required.

close out the project appropriately.

The overall budget has been approved and the building contractor expects to have the new buildings finished in five more months. Work started four months ago. Once the building has been handed over, the Hospital Director, Amni Johan, wants to start using it as quickly as possible, so the IT installation should be done within three weeks and the training should be done two weeks after that. You should start planning the project as soon as possible since you will outsource a lot of the work.

a) In project management, a critical path is the sequence of project network activities which add up to the longest overall duration, regardless if that longest duration has float or not. This determines the shortest time possible to complete the project. Based on the above statement, critically discuss the important of critical path in project scheduling

b) Now the project is in progress, Natasha Hudson, Head of Clinical Services, has complained that the installation of the wireless network is too noisy, as contractors are crawling in the ceilings to do their work. Natasha suggests moving the rest of the wireless installation to weekends, when the wards are less busy. This will have an impact towards the project in term of cost, as the contractors need to be paid at 2 times their day rate for weekend work.

In order to cater with Natasha complained and at the same time to maintain project cost, you are required either to apply lead time or lag time technique to solve the issues. Briefly describe how the chosen technique could be possible to take care these two issues
