Many scientists believe that the end of the twentieth century saw the spread of ideas about the need to change the paradigm of public administration. Scientists began to recognize the need for a new model of public administration based on strengthening the public nature of governance at the time. This implies a significant shift in the role of the state, from producer of public goods to regulator of market processes. The most significant effect is possible during the implementation of this model if the principles of openness, innovation, and decentralization are followed, as well as the combination of market and state regulation, individual freedom, and new forms of individual and collective responsibility.

The public nature of development has a number of issues, including unresolved contradictions in the actions of the state, businesses, and the general public. Indeed, South Africa is a model of public alienation from the state, as evidenced by civic apathy and the deliberate exclusion of a large portion of the population from administrative decision-making. The removal of the management process from the administrative decision-making and implementation phases reflects this contradiction. It should be noted that the establishment of a public nature of governance based on new models of public administration and mechanisms for their implementation is one of the main conditions for resolving the existing contradiction.

The main derivatives of these fundamental contradictions can now be identified. One of these contradictions is between the need for public administration to be fair in its pursuit of its interests and the need to strike a balance between these needs and interests with a real possibility of meeting them. The existence of various competing interests is common in the object and subject of public administration. These interests are realized to some extent, which leads to a struggle for the right to participate in administrative decision-making and decision implementation on the most important issues facing the community.

The second derivative of public administration's fundamental contradictions is the disparity between the objective nature of public administration and the subjectivity of its methods of implementation. This disparity is usually caused by the state's desire for the stable development of the entire society, which is reflected in the dynamics and statics of the state as a kind of structure and is viewed from the perspective of partnership. The essence of this contradiction is to define chaos or dynamic disequilibrium, implying that changes in external variables of public administration bodies' activities imply that previous management experience with its debugged stereotypes must be destroyed. In this regard, the government should be flexible in responding to these changes through public administration bodies.

One of the main derivative contradictions of public administration is the need for reliable and timely information, transparency and openness in public administration, as well as the possibility of information distortion affecting its accuracy. In fact, this contradiction implies that public authorities, through officials, must communicate true and accurate information about their performance to civil society and the business community. However, the opposite usually occurs, because the authority's complete monopoly increases the level of controversy both within and between public authorities. This fact emphasizes the importance of consistent communication of accurate and complete information. In practice, however, this does not always occur or is significantly delayed, resulting in the loss of critical and relevant information.

Furthermore, there is a trend toward greater social and economic disparities in the regions, which has a negative impact on regional policies. This factor is actually a conflict to genic, which can have long-term and irreversible consequences for the regional administration. The public nature of management should promote regional development not only through government assistance and redistributing regional funds, but also through the development of communicative partnerships between the state, society, and business.

As a result, the most important thing is to strike a balance between the administrative and powerful factors in public administration, which can sometimes clash. The main issue is that power influence has an order-promoting nature, whereas administrative influence implies clear horizontal communication based on the feedback principle.
