Often, perfect information is not available to support evidence-based policy development. The problems addressed by policymakers are many and varied. At one end of the spectrum, problems may be seen as isolated and linked to particular sets of information and actors. In such policy arenas, a 'technical' approach to problem-solving by relatively narrow circles of actors may be dominant. Using this approach, future tourism planners may have to embark upon their own research studies, surveys and questionnaires, crafted and administered by themselves. This approach may be seen as sufficient to meet the requirements of efficiency and effectiveness by those involved. Tourism planners must ensure that where there is limited information available, particularly in respect to areas concerning the long-term health and viability of the tourism, that all avenues are explored to ensure that the most appropriate policy prescriptions are utilized for the well-being of the destination. At the other end of the spectrum, problems may be seen as complex, inter-linked and crosscutting. In these circumstances, future tourism planners may not have the necessary expertise to conduct the requisite research and data collection exercises necessary in the absence of evidence-based information from other sources. In these circumstances, a 'negotiated' and 'relational' approach to problem-solving may be necessary. This is a prominent feature of policy domains that are rich in 'network' approaches, partnering, community and stakeholder engagement.
