He had two daughters.

He wanted the best $($as he defined it$)$ for them.

He was willing to do whatever it took to make sure they had whatever they wanted.

When he was a child he had everything he needed.

He wanted to be that kind of person.

At this point, the interviewer should note the interviewee has indicated that as a child he had all that he needed. His expressed desire was for his children to have everything that they wanted. His expressed pressure$/$motive was for them to have just that $-$ all that they wanted without even having to ask for it$.$ He was willing to do whatever it took $($commit fraud$)$ to make sure they had all their $($even unexpressed$)$ wants met. For them not to have their wants met and for him not to be seen as that kind of person was, for him, a world out of control. The way to restore order in his world was to commit fraud and thus obtain more money.
