There are two significant problems in the Wokefield Police Department that need solutions. The first problem is the recent rise in scrutiny of the police; morale among officers has dropped, leading to issues in the department. The department consists of one hundred ninety-six officers. With a drop in morale, there is a chance the officers we have could cause officers to retire or leave the department to find other jobs. The drop in morale has also caused budget issues, and the budget usually is $41,500,000. This year the budget dropped by $500,000 due to a drop in revenue and grants, a budget must be worked so that there is no loss of officers, there is a recruitment of new officers, and there is a build-up of morale in both the community towards the police and the police in doing the job of protecting the community. "The goals of the project are to increase productivity and to improve morale, without allowing either goal to interfere with achievement of the other." (Paul & Gross, 1981, p. 59). The officers will receive "an intervention that consists of personal interviews of all law enforcement officers, team-building workshops, counseling, process consultancy, and training in management skills. Measures of productivity (number of tasks performed, efficiency in both time and money) and job satisfaction (three surveys: absenteeism, turnover, grievances filed), as well as customer satisfaction (mail and telephone surveys), need to be taken both before and during the intervention period" (Gross & Paul, 1981).
