Please read carefully Amartya Sen's writing on "The Political Economy of Targeting"

(Why is Sen critical about "targeting"? Give your own suggestions about "modifying" and/or "re-interpreting" Sen's capability approach in order to overcome weaknesses of this approach. What should be included: (1) "Capability Approach" (10 points) - correctly understanding Sen's capability approach of poverty as "capability failure". (2) "Targeting" Policy (10 points) - correctly understanding the conceptual difference among "means tested", "group (geographical)" and "self" targeting and their implications for poverty alleviation. (3) Application of Sen's capability approach to the targeting to draw his conclusion. Do not focus solely on "stigmatism" and show your own understanding of Sen's idea.
