You work for a social media platform, Healthy Lives, that is focused on providing information and a forum about personal health. Individuals use the website to find health information, identify health insurance options, share common problems and stories, access news feeds, and for links to other sources of information. Hospitals and pharmaceutical companies also participate, and buy ads on the website as well as participate in the online discussions and interest group hangouts. The CEO of Healthy Lives calls you into his office. He has seen Twitter and Facebook executives (and others!) grilled time and time again in front of Congressional committees about third-party misinformation that is found on their sites, from election tampering to the posting of incorrect information about the U.S. census, to terrorist content.

The CEO says: "How could this happen? Are we also at risk? Could we be held liable for what others do on our platform? I've heard that there are new regulations being proposed that would change our liability. Should we support such legislation? I need a brief background on what this is all about, our potential liability, and a recommendation that explains the choices and what policy we should support. I need to understand why we should, or should not, support any type of regulation."
