Write a function named vecsmul(vec, sca) that takes a list of floats vec and a single float sca as input and returns a new list where each element is the corresponding element in vec but multiplied by sca, as in vector-scalar multiplication like (13, 4.5, 4)*3 = (39, 13.5, 12).
