QUESTION FOR DISCUSSION: Do the police have the exclusive mandate for social disorder in a community? This may include responding to concerns in dealing with the homeless, those suffering from a mental health crisis, drug related issues, etc. What should be considered as a core service to be provided by the police and......what services being provided today should be phased out in the coming year? What are the challenges to public safety if the police shed their response to calls of this nature? Who would step in to take over the current police response and who would pay for this?

Things to be considered in the exercise of core service delivery: Cost: Is the effort applied effective and efficient? Is there anyone else who could deliver the service better and cheaper? Reputation management of the police service - what are the issues and concerns? (i.e. The Black Lives Matter Movement) Community perceptions of crime and safety? How could police organizations improve efficiencies? Could or should the police move to a more specialist model of policing and deliver community policing services in more strategic ways?
