Rachel, a NSW politician, presents a bill called the Wildlife Protection Bill 2020 to the NSW parliament.Before presenting the bill, Rachel received a delegation from environmental groups expressing concern that certain native plants and species were in danger of extinction in wildlife reserves.The delegates presented Rachel with scientific evidence to show that one of the main reasons for potential extinction of native plants and species was that local councils permitted people to drive four- wheel drive vehicles into wildlife reserves.

The bill is passed in both houses of the NSW parliament and the Wildlife Protection Act 2020 makes it an offence for 'any person to drive a four- wheel drive vehicle into or through a wildlife reserve.'

Greg, a council ranger for a NSW country town, is engaged to inspect alleged vandalism of native trees in a wildlife reserve on the outskirts of town. He parks the council's four-wheel drive vehicle in a cleared campsite area at the beginning of the reserve. Greg is prosecuted in the Local Court for breach of the Wildlife Protection Act 2020.
