The Senior Financial Manager of QR Company ltd., Mr. Kiboko Laurence, told the management that only an edited version of this document would be made available, on the principle that'direct language and frank assessments' should be used when giving information to the public. However, Mr. Kiboko argued that if this document was to be released then 'future risk registers would become documents of little use.' The net result would be that 'Potential risks would be more likely to develop without adequate mitigation. That would be detrimental to good governance and in turn very much against the public interest.'
