Scenario

The city is currently building an outdoor mall focused on small businesses rather than corporate chains. There will only be enough availability for a very select group of businesses, but the mall location is in a prime spot, equipped with plenty of free parking spaces, in close proximity to a freeway and can easily be seen when driving by, and near a college campus. Someone has already pitched his or her idea to the city to open a restaurant in this mall but in order to further support their plans, the city has requested a feasibility study.
