  1. Several years ago the Maritime Provinces Higher Education Commission reported that students who took a full course load graduated much sooner than those who did not. There is a strong belief among many government bodies that they can increase graduation rates and reduce degree completion times by pushing students to take a full course load (5 courses) each term. Based upon this, the Nova Scotia government offered to pay off student loans for those who graduated on time (in 4 years) as an incentive to get students to take a full load. Universities in the US pushed state institutions to give financial incentives to get students to take a full load or penalties to those who didn't. In all cases, these bodies thought that it was in the best interests of students to push them to take a full load and thus graduate sooner.
