Milan Nursing and Rehabilitation is a nursing home with 135 beds. Sarah studies converting a ward (containing 36 beds) from the main building for use by patients who need ventilator-assisted breathing.

Rooms will be slightly smaller than approved rooms for ventilator patients. Expanding rooms is not an economic option. Basically, the conversion will require the addition of electric wires to power the concentrations of oxygen that extract 95 per cent pure oxygen from air-borne ventilators that supply oxygen under pressure to help breathe. These rooms must also be connected to an emergency generator that supplies power if the main power is disrupted. Finally, pressure sensors from each ventilator unit must be connected to a sound device located in the ventilator wing gallery. Sound units send a signal and will emit light in the lobby if there is a sharp reduction in airway pressure from a ventilator patient.

In addition to the energy needs associated with ventilator patients, power outlets are also needed for many machines that distribute pipe feeding for drugs and nutrition, and for IVs and radios. Each bed needs a power outlet and a pump for air bedding. Because all rooms have double occupancy, each room needs two full sets of outlets. The above equipment is usually connected at all times when the patient is in his room. However, patients with good conditions are transferred daily to a "day room", equipped with large-screen television, chairs and tables. Most patients should be transported with ventilators and portable or oxygen packaged in bottles. Patients who are well enough, eat meals in the day room and mix with each other and with visitors.

The senior manager, Mark, has decided to prepare the transfer as a project. Mr. Mark is considering selecting a project manager . Mark is a business specialist, and has no expertise in hospital design. It is believed that a licensed nurse may be a suitable project manager. It is also believed that a respiratory therapist (RT) may be a good option because RTs are responsible for the use of major electrical equipment. Finally, it is believed that the installation and placement of all ports may be better dealt with by the electric contractor who must carry out the bulk of the transformation of the room.

Please answer the following questions:

1) Who should choose Mr. Mark as project manager? Explain your choice by identifying three important features of the project manager?

2) If the decision is yours, how can you organize the project? Choose the organizational structure you will use with a detailed explanation of your choice?
