Strategic planning is a process encompassing many factors of an organization, aimed at a collaborative effort to correct a problem or issue. Strategic planning factors in multiple potential solutions, identifying the potential outcomes if enacted, through a collaborative process. Strategic planning allows an organization to maintain its purpose and expand upon its goals while pursuing the best resolution through the implementation of a strategic plan.

For law enforcement agencies problem-oriented data analysis can specify certain areas for an agency to focus on. This includes areas of repeat crime which are referred to as hot spots. Using jurisdictional data and strategic planning allows a law enforcement agency to develop strategies aimed at combating these issues. "Such hot spots have routinely been utilized by law enforcement to systematically target crime. In fact, research finds that between 70% and 90% of agencies are using hot spots to guide police response."(Carson & Wellman, 2018, p. 2).

This aspect of data driven policing provides the information needed for police executives to create concepts for proper force deployment. This information can then be shared with the strategic planning team so all aspects can be reviewed and the most effective decision can be made.
