The concept of pollution permits is always fascinating. It sounds great on paper, but how is it enforced? Wouldn't it be costly to verify that firms are only polluting as much as they are permitted to? How does the government ensure this?

If the government chooses to tax instead, who will eventually pay that tax? Probably the consumers, through higher prices, right?
