Such incidents had reached a scale of public concern when rivers began igniting because of the chemicals contained therein. The Environmental Protection Agency (EPA) was therefore created with the mission to monitor corporate compliance with the environmental laws and regulations set forth by Congress, as in the example of the Clean Air Act and Clean Water Act.
