The Issue of "rights" both of the individual and the collectivity, has been - and remains - a constant subject of popular discussion and political debate for decades. When and why did the "rights" issue arise to become a dominating issue in Canada, and under what social and political conditions? How did this result in the form and content of the Constitution Act (1982) and the current status of individual and collective rights in Canada today?
