The problems that policy$-$makers choose or are compelled to act on constitute the policy agenda. Because of limited time and resources, only a small number of the thousands of demands made upon government will reach the policy agenda at any given point in time. Before reaching agenda status, a public problem must be converted into an issue $($a matter that requires government action$),$ but there are disagreements over what should be done. According to Professors Roger W$.$ Cobb and Charles D$.$ Elder, the two basic types of policy agendas are:

Democratic agendas and Republican agendas

Personal agendas and collective agenda

Systemic agendas and institutional agendas
