The success of globalization during the last three decades indicates that exporters prevailed over protectionists and bankers over tradables. Yet they did so while pursuing very different institutional strategies: exporters invested in intergovernmental negotiations, whereas bankers pushed for market coordination. Characterize the divergence between the two trajectories and provide the reasons for it.
