There is no guarantee of the order of tasks starting up$,$ nor the starting time differentials among them. It is

possible that the LED task starts up much later than the timing task and the semaphore$$s count value at

that time is much greater than one. As a result, there will be some very rapid blinking at the beginning

before a steady blinking is reached. What can we do to the semaphore to make that not happen?
