2. These states are bordering same sea.The distance between the states coastlines is less than 400 nautical miles.

3. State A coastlines to the sea is longer than State B.

4.State A ratified the United Nations Convention on the Law of the Sea (UNCLOS), but State B only signed it. Both States are members of the United Nations.

5.Maritime boundary delimitation in that sea has been a long-standing concern for these two states. Each State claims a 200-mile exclusive economic zone (EEZ) and the continental shelf from its own coastline. Until now, no agreement on maritime boundary between the two States has been reached.

6. State B start to explore and exploit some natural resources on the sea near state B coastines. State B finds many oilfields.These oilfields are all located in the area where only State B has claimed an EEZ and the continental shelf.

7.Agroup of international researchers led by an internationally known geologist published an observation, oil resources are highly probable to be found around the median line between the coasts of State A and State B. At the same time, the research group also published that methane hydrate resources had been exposed on the seabed on the State B side of the median line.
