This is a real project and is typical of the type of projects that are done by International Development Agencies such as the UNDP (United Nations Development Program), the Commonwealth Secretariat, and the IADB (Inter-American Development Bank).

 Consider the following:

An RFP is being developed and will be sent to vendors for the supply of technical services, equipment, and training for the above project.

The task is to develop a rubric to evaluate the vendor's proposals when they are returned to you.

Specifically, your rubric should address the vendors' proposal:

1. Technical section,
2. Financial section, and
3. Management section
