An MOU, or memorandum of understanding, has the same legal effect as a LOU, or letter of understanding.Its terms are enforceable.
MOUs are fundamentally an agreement that parties create before negotiated documents are finalized. It is an agreement before an agreement including the parties' agreement on the parameters of a working relationship of some type. Too many agreements?
MOUs are frequently used as a starting point when either the definitive agreements are very long and complicated or to ensure important terms are acceptable to all parties before initiating the definitive agreements.It also may be used by not-for-profit employees or governmental employees who like the informality of these documents; they may avoid red tape or minimize legal fees.Further, MOUs speed up implementation of a new arrangement.

The parties to this Memorandum of Understanding ("MOU") are Erin Green, M.D. ("Doctor") of Tulsa, Oklahoma, Russell Ramzel, N.P. ("Nurse Practitioner") of Pryor, Oklahoma, and Hilary Velandia, P.A. ("Physician Assistant") of Pryor, Oklahoma.Doctor, Nurse and PA are collectively referred to as the "Parties".All Parties are covered entities under HIPAA.

Purpose
The purpose of this MOU is to form an indigent care clinic in Pryor, Oklahoma.All of the Parties will work at the clinic.Physician Assistant, who is employed at the Pryor Hospital, will work part-time at the clinic. Doctor, who is employed at St. John Medical Center in Tulsa, Oklahoma, will work part-time at the clinic.Nurse Practitioner, who is not currently employed and does not currently have privileges at Pryor Hospital, will work full-time at the clinic.
