When it comes to comparing the First Sale Doctrine and the Public Lending Right, both can be very similar, but at the same time they are different. The First Sale Doctrine limits the copyright owner's control over copies of the works to their first sale or transfer. This allows a person who bought a book lawfully to be able to sell it to another person or to transfer it to another person and they no longer have their copy. As for the Public Lending Right, this allows authors and other right holders to receive payment from the government to compensate for the free loan ofc the books by the public or other libraries (WIPO, 2018). I personally do not agree with the Public Lending Right because even though this is a great idea because the authors are getting royalties when every time someone checks out their work from a library, but I do not think this would work here in the United States. Yes, the authors are getting paid because the public libraries are loaning their books, but here in the United States libraries are being funded by the State and if they were to pay royalties to the authors this may stop them from getting new books from a specific author or genre as well as they may just purchase one copy of a book instead of more copies. At the public library where I live at, there usually different events where the community is able to go and they have different activities and different authors sometimes go and read their book to the children, and maybe these events would not be able to happen as often if the library had to pay the author when someone would check out their work. If the United States had the Public Lending Right, how would this affect the public schools' libraries, would the school districts also have to pay royalties to the others when the students would check out their books? I work at a public school, so it has me wondering. The concept that I do like about the Public Lending Right is that the authors are being compensated by getting paid with royalties when their book is being loaned to someone in the public. There are many authors who may need the extra money especially if they are barely starting their career. They spend a big amount of time writing their storyline and getting everything for their book when it gets published, and they deserve this extra money. I prefer the First Sale Doctrine over the Public Lending Right because like it was mentioned, the first sale doctrine favors more the owner of the copyright work and the public. There are many people who cannot afford to purchase a book, so they go to their local public library to checkout books to read.
