The techniques that I think are best in creating a benchmark to determine the program effectiveness of a high school are making comparative analyses within the entity and with other entities, interviewing, and analyzing performance measurement reports. These techniques give the auditors a great benchmark to base their audit findings on in their report.

Making a comparative analyses within the entity and with other entities is a good benchmark for determining a high school's program effectiveness. This involves examining similar operations as some may have a more effective way of doing the job. This can help the auditor identify best practices for a high school's programs. The auditor can look within the high school to compare other units or classrooms that are similar. They can also look at other high schools around the state to understand how they effectively reach their goals and objectives. If they find best practices from examining the other entities they can borrow their standards as recommendations for the high school to improve their effectiveness.

The next good benchmark for a high school is to interview the staff within the entity. The purpose of these interviews is to gain insight beyond reports of how the entity works to effectively achieve their goals and objectives. This can also be useful in finding out why the entity has decided to operate a certain way, there may a logical explanation for why they work the way they do that you can't find in reports. The auditor can interview staff within the high school to provide the basis for determine the program's effectiveness.

The final benchmark for determining if a high school is working effectively to achieve their goals and objectives is analyzing performance measurement reports. Performance measurement systems track how well an entity has performed in relation to specific benchmarks, both short and long term. In looking at the performance indicators in the textbook you can see that efficiency indicators are unit costs or dividing outputs by inputs. In a high school an example of this would be the cost per student. Analyzing performance measurement reports is a great technique for auditors to look at the effectiveness of a high school.
