STRATEGIC PLANNING EXERCISE Rural City is a municipality east of a growing city. It offers many things the residents of the metropolitan area desires - good schools, safe neighborhoods, a low crime rate, and low property taxes, for example. New highways have been built from Rural City to the metropolitan area that has made the commute less time-consuming. These highways have brought more residents and other significant issues for the local government. Rural City is around 50 square miles and has a Mayor-Council form of government. It also has a small bureaucracy that handles permits, taxing, zoning, and the other issues that towns must address. It has a small police force based on its pre-growth population. It relies on both paid and volunteer fire fighters for the fire department. The school system includes elementary and middle schools, but the high school students are bused to a nearby regional high school. Taxes for the schools are increasing each year, partly due to the regional school costs. The City offers few services. Although the roads are paved, there have been complaints concerning the maintenance of the roads. There are municipal water and sewer systems that serve the older part of the City, but the newer developments have not been allowed to hook up to the systems because the systems are already at maximum capacity. Rural City has a small downtown area with a few retail stores, a post office, and a city hall. There are also a few strip malls scattered throughout the city limits. There are limited ratables, and there are no economic development efforts. There is friction between the old-time residents and the newer transplanted residents. Each group has its own vision of what the City should be. Intergovernmental relations with the county, the state, the federal government, and other local governments have been limited. Assignment: Based on the aspects outlined above and the role you have been selected to play, develop a strategic plan that will address the issues and problems facing the City.
