Bid Runner was instructed to wait in a nearby parking area. The bid runner stated that he understood that the guard would call the contracts office to facilitate the bid runner's admission. Bid runner also stated that, while he waited, as instructed by the guard, he (the bid runner) called other PFI representatives "to tell them what was going on." The bid runner was permitted to enter the base "just after" 1:40 AM. The gate guard gave the Bid Runner directions to a building that did not exist. The bid runner states that he then parked his car. He asserted that, at 1:53 AM, he received a call on his cell phone from the COR. The bid runner stated that he told the COR where he was, that the COR told him to wait there, and that the COR would come to the bid runner's location and "take the bid to Building 570 before the deadline." bid runner states that, a few minutes later, the COR pulled up. bid runner further stated that he told the COR that he had PFI's bid. COR instructed the bid runner to follow the COR. Bid runner stated that when he got out of the car, he handed USAI's proposal to the COR, who said, "Thank you" and placed the bid on back seat. COR made two calls & talked to CO 5 mins. Making the bid receipt when stamped show as 5 mins late
