When someone reads your proposal, the reader should understand:

What your research question is

Why you are doing it

How you are going to do the research

The measures, the data, the method of the analysis..

After reading the proposal, the reader should not have any question about the process in mind

for example, if you don't know if there is data about it, do not write that topic by hoping there is data..

Some people write "I am going to compare two countries"...What measures are you going to use? For how many years you are going to do it?

Please approach the issue as follows:

Let's say you are planning to compare two countries on issue A. (ie, success on fighting with Covid)

Then what measures I should use

Are these measures available for me to get

Let's say I got them. I have two numbers, one for Country X and one for Country Y. If one is bigger than other, does it answer my question? Do I convince the reader that I answered the question correctly? What should I do convince? Should I use more measures? Should I use more years?
