In February 1975, the Gallup poll asked, "Do you approve or disapprove of the way Ford is handling his job as president?" and found that 55 percent approved and 28 percent disapproved. A Harris poll at the same time asked, "How do you rate the job President Ford is doing as president-excellent, pretty good, only fair, or poor?" Forty-six percent gave "positive" responses (excellent or pretty good), and 52 percent were negative (only fair or poor). How do you explain the differences?
