Smallborough Town Council has decided to make up all pavements in streets where this has not already been done. This has caused some resentment and anxiety among householders. As the Town Clerk of Smallborough, write a letter to the owners of the houses in Dun Street, where the pavements have not yet been made up. Include in the letter the following facts:

(a) the owners' responsibility for paying a share of the total costs, estimated at £22 per owner;

(b) the choice for each owner of using the Town Council's contractor or of employing his own contractor provided that the materials and work meet the standard of the Building Inspector;

(c) that an agreement is enclosed for those owners wishing to employ the Town Council's contractor.

Your letter should seek to explain the difficulties of the Town Clerk's position and should try to persuade the householders to accept the proposal in the form suggested.
