Who wins from this move and who loses?

Uber, along with Careem, its Middle East competitor, is hiring women drivers in Saudi Arabia after the Kingdom announced plans to lift the ban on women driving. Starting June 2018, when the decree takes effect, both firms will hire thousands of women, who by then will have received certificates after completing Careem’s training sessions.
