3. The Government of Ghana is planning to build, equip and operate 111 hospitals across the country, dubbed Agenda 111 Programme. They intend to have the programme delivered in 1 year. As a Governance Consultant engaged to advice the government, undertake the following tasks:

(a) Identify and discuss four (4) governance systems or processes that you will advise to be put in place for the successful delivery of the programme, one for each of the four governance principles. (10 marks)

(b) The government has decided to outsource the design and construction of the 111 hospitals to the private sector. Using a governance theory, explain why this is good or bad decision. (10 marks)

(c) Identify and discuss how any four (4) governance mechanisms can be employed to enhance the successful delivery of the programme. (10 marks)

(d) Identify 20 stakeholders for the programme and indicate their stake in the programme, stating the method for the identification that you employed. (10 marks)

(e) Justify and prioritize the stakeholders identified in (d) above to determine the 10 key stakeholders of the programme using any stakeholder analysis technique. (10 marks) (f) Suggest and justify an engagement strategy for each of the 10 key stakeholders identified in (e) above. (10 marks)
