A BCA CW01 A1 building contractor and an international household service company from Japan are keen to jointly bid for the Dormitory Project following MOM's invitation for expression of interest. The parties agreed to form a consortium to bid for the Dormitory Project. The building contractor will take the lead role. You are a PPP Project Consultant. The consortium engaged your services to advise and to assist them to prepare their bid. You are to provide a report covering:

1) Your procurement plan, and proposed framework agreement to be used for the engagement of a management contractor for the construction and delivery of the Dormitory Project (DP) under a fast-track design and construction management contract.
