A municipalitys budget is prepared on a cash basis. What basis of accounting would you recommend? Explain.

The basis of accounting which I would recommend is the accrual basis of accounting, a method of recording accounting transactions for revenue when earned and expenses when incurred. The reason for my recommendation as follow:

(1)It is beneficial to accurately reflect the municipalitys financial position, such as the value of assets and liabilities, the exact amount of government operating expenses, and the cost of government operations. Because under the accrual basis, checking when a liability is incurred and when revenues are earned becomes more intuitive.

(2)It is conducive to the optimal allocation of resources for the municipality. With an accurate record of the municipalitys financial position, the municipality will be driving forward to make the best and scientific use of the city's limited budget since they have a chance to make a budget based on the current actual revenue and expenses.

(3)Under the accrual basis of accounting, the transparency of the municipalitys information is improved.
