A wealthy businessman wants to honor the parents of his fianc when they visit from Korea. He asks his chef to prepare a gourmet Korean dinner for the parents as well as a few of his friends. After some research, his chef comes up with a menu that involves dog meat. The businessman goes to the local dog pound and picks up some puppies to make shish kabob. Before the dinner, he learns that it is illegal to eat dog in his city, as it is considered cruelty to animals. The fine is $100. The businessman is willing to pay the fine to honor his future inlaws.

During the dinner, one of the local guests is appalled when she hears what they are being served. The next day she goes to the Prosecutor and demands the businessman be prosecuted for violating the city ordinance. The businessman is found guilty and the judge wishes to make an example so fines the wealthy businessman $5000 and 50 hours of community service at the local dog pound. The businessman appeals.
